Authenticated model access bypass via query binding

Improper authorization in Open WebUI before 0.8.11 allows remote authenticated users to invoke admin-restricted models. FastAPI binds the internal bypass_filter arguments in the OpenAI and Ollama chat route handlers from the query string, and a true value skips check_model_access. A regular account, a configured backend, and a restricted model are required; successful requests consume the server's model access and return generated responses.
