Single-byte heap disclosure via meta encoder off-by-one

Out-of-bounds read in the ImageMagick meta encoder before 6.9.13-47 and 7.1.2-22 allows remote attackers to disclose one heap byte. The disclosed mechanism is an off-by-one in the encoder that reads one byte beyond its intended heap buffer; the affected function and field are not public. Reachability requires an application to invoke meta encoding on attacker-controlled data; no privileges or user interaction are required, and no integrity or availability impact is reported.
