Authenticated tool invocation via missing permission checks

Missing authorization in Open WebUI before 0.8.6 allows remote authenticated users to invoke restricted tools through the chat completion API. The middleware builds tools_dict from user-controlled tool_ids and tool_servers, and get_tool_by_id resolves them without checking the caller's grants. A low-privilege account can therefore run private MCP tools with the server's stored authentication token and associated privileges.
