Cross-user file disclosure and deletion via unchecked ownership

Broken access control in the files API in Open WebUI before 0.3.16 allows remote authenticated users to read and delete other users' files. The files router authenticates the caller but retrieves records by global list or file ID without comparing each record's user_id with the caller's identity. Any ordinary account can therefore enumerate and read other users' uploaded content or delete it, causing bounded confidentiality and data-integrity loss.
