Service interruption via unbounded baggage parsing

Resource exhaustion in OpenTelemetry Java before 1.62.0 allows remote attackers to interrupt services via oversized baggage headers. The W3C, Jaeger, and OT Trace extraction paths parse entire untrusted baggage values without total-size or entry-count limits, consuming memory and CPU. Default Java HTTP header limits constrain external input, but custom or non-HTTP transports without those limits expose greater risk and can propagate the baggage downstream.
