Workflow association disclosure via missing file access check

Information disclosure in Nextcloud Approval before 2.7.2 allows remote authenticated users to reveal file-to-workflow associations. ApprovalService::getUserRules returned rules for a supplied fileId without first verifying userHasAccessTo for the referenced file. Any authenticated account could probe numeric file IDs, but disclosure is limited to workflow associations where that account can request approval.
