Unauthorized Jira subscriptions via missing CSRF protection

Cross-site request forgery in GitLab CE/EE allows remote attackers to create unauthorized Jira subscriptions through crafted links. The Jira subscription creation flow accepts a state-changing request from a link without validating a CSRF token, applying the subscription to the signed-in target's namespace. Exploitation requires the target to be authenticated, follow the link, and have the relevant Jira integration available; the bounded consequence is unauthorized subscription creation.
