System job submission via missing permission checks

Improper authorization in Apache OFBiz Webtools before 24.09.06 allows remote authenticated users to submit scheduled system jobs. CoreEvents accepted the runAsSystemUser option and Webtools service-maintenance events without enforcing the SERVICE_MAINT permission, allowing a submitted job to run as the system user. A low-privileged Webtools account is sufficient, and successful exploitation executes the scheduled service with system-user authority.
