Configuration tampering via under-gated getTag endpoint

Improper authorization in SiYuan before 3.7.0 allows remote authenticated users to alter tag sorting through the getTag API. The endpoint applies only CheckAuth, then assigns the supplied sort value to Conf.Tag.Sort and calls Conf.Save, which rewrites the workspace configuration. Reader accounts and Editor accounts in read-only workspaces can change the sort order; a concurrent save can also overwrite unrelated configuration changes.
