Unauthorized report resolution via missing permission check

Authorization bypass in MyBB before 1.8.40 allows remote authenticated users to mark reported content as resolved via the Mod CP Report Center. In modcp.php, the do_reports handler accepted users with canmodcp but did not require canmanagereportedcontent, and an empty $flist_reports left the UPDATE mybb_reportedcontent query without its intended permission scope. Reachability requires moderator-level Mod CP access, and the consequence is limited to altering report state rather than gaining broader forum or administrative privileges.
