Authenticated questionnaire editing via missing administrator check

Missing authorization in Decidim 0.31.1 through 0.31.4 and 0.32.0.rc1 allows remote authenticated users to alter demographic questions. The /admin/demographics/questions route renders its live edit_questions form without checking that the requesting participant is an administrator. Any signed-in participant can read and modify question-management data, while access to questionnaire responses and settings remains denied.
