Authenticated SSRF via permissive plugin URL validation

SSRF in Budibase before 3.35.10 allows remote authenticated users with Global Builder access to reach internal services via plugin URLs. The POST /api/plugin urlUpload function accepts any URL containing .tar.gz anywhere, then passes it to fetchWithBlacklist without validating its scheme, host, or path. Default private-address blocking limits standalone reachability, but an empty BLACKLIST_IPS setting or an unchecked redirect exposes internal resources and metadata through server-side GET requests.
