Service disruption via unchecked PSD layer count

Resource exhaustion in ImageMagick before 6.9.13-47 and 7.1.2-22 allows remote attackers to disrupt service with a crafted PSD. The PSD decoder processes attacker-controlled layer entries without enforcing the configured list-length resource policy. Exploitation requires an application to decode the supplied file; other configured resource limits still bound consumption.
