Authenticated configuration disclosure via login-only endpoint checks

Missing authorization in phpMyFAQ before 4.1.2 allows remote authenticated users to read configuration metadata through admin API endpoints. Twelve ConfigurationTabController.php methods use userIsAuthenticated(), a login-only check, instead of requiring CONFIGURATION_EDIT. Any logged-in account, including one with no admin permissions, can enumerate permission, environment, cache, mail, template, and translation settings, but not credentials or secrets.
