Cross-scope index disclosure via privileged debug routes

Authorization failure in Elastic Kibana allows remote authenticated users to read index data outside their direct Elasticsearch RBAC scope. Fleet plugin debug route handlers access index and saved-object data with privileges broader than those assigned directly to the requesting user. Exploitation requires Fleet sub-feature privileges; Fleet is enabled by default, and the resulting access is limited to unauthorized data reading.
