Permission persistence in SUSE Rancher 2.13.0 through 2.13.6 and 2.14.0 through 2.14.2 allows remote authenticated users to retain PSA access. The legacy PRTB reconciler's ensurePSAPermissions function omits cleanup after updatepsa removal, preserving PSA ClusterRoles and ClusterRoleBindings. The default legacy reconciler, a prior updatepsa grant, and later administrative revocation are required; stale access permits PSA enforcement changes across project namespaces.
