Unauthenticated service disruption via unescaped webhook regex

Webhook request forgery in SUSE Rancher Fleet allows remote attackers to trigger repository processing without a shared secret. The webhook matcher treats repository URL hostnames and paths from requests as regular-expression fragments instead of quoting them before matching GitRepo entries. Exposure requires a webhook endpoint configured without a secret; forged matches can force continuous re-cloning and management-cluster resource depletion, or downgrade services when the attacker can read the target repository and knows its path.
