Disk exhaustion via unbounded D-Bus usage records

Resource exhaustion in Endless Mobile malcontent 0.14.0 allows local users to fill /var by repeatedly calling a D-Bus method. RecordUsage accepts unlimited distinct application identifiers, and malcontent-timerd persists an entry for each identifier in the caller's GVDB store under /var/lib/malcontent-timerd. Any local account can reach the system-bus method without a policy gate, eventually exhausting storage and disrupting services that require space in /var.
