Read-only configuration override via verification requests

Incorrect authorization in Apache NiFi 1.15.0 through 2.9.0 allows remote authenticated users with read access to verify altered settings. Configuration-verification REST methods accept proposed component properties that replace current values for predefined verification without requiring component write authorization. Only deployments that separate read and write component permissions are exposed; read-only users can invoke verification logic with alternative configuration.
