Process termination via uncaught OER encoding exception

Uncaught exception handling in Vanetza 26.02 and earlier allows remote attackers to terminate the process with a crafted V2X packet. StraightVerifyService re-encodes a signing certificate without catching the runtime error raised when its Psid subtype violates OER semantic constraints. A single unauthenticated packet reaches this path before signature verification, causing an immediate process crash without reported data disclosure or modification.
