Memory exhaustion via unreleased malformed SSL TLV slices

Improper exception handling in Netty's HAProxy codec before 4.1.135.Final and 4.2.0 through 4.2.14.Final allows remote attackers to exhaust memory. HAProxyMessage.readNextTLV retains a slice before validating the five-byte minimum; the ensuing bounds exception bypasses the decoder's catch path and leaves pooled memory unreleased. Exploitation requires an application to expose HAProxy protocol decoding and accept repeated undersized PP2_TYPE_SSL TLVs, with availability loss bounded to memory depletion.
