Arbitrary file write via archive path traversal

Path traversal in Portainer Community Edition 2.33.0 through 2.33.7 allows remote authenticated users to write arbitrary server files. ExtractTarGz in api/archive/targz.go joins an untrusted tar header name to the extraction root and cleans the result without verifying that the resolved path remains beneath that root. Reaching the backup restore operation requires Portainer administrator access; successful exploitation overwrites any path writable by the Portainer process.
