Authenticated template disclosure via missing endpoint authorization

Missing authorization in Portainer Community Edition 2.33.0 through 2.33.7 and 2.39.0 allows remote authenticated users to read custom templates. The customTemplateFile handler accepts a numeric template ID, retrieves the corresponding record, and returns its file content without Resource Control authorization. Any authenticated standard account can enumerate sequential IDs when at least one custom template exists, exposing full template contents, including embedded credentials.
