Host file read-write access via unchecked Mounts

Authorization bypass in affected Portainer Community Edition releases allows remote authenticated users to read or write Docker host files. The container-create proxy's decorateContainerCreationOperation inspects HostConfig.Binds but omits equivalent bind entries in HostConfig.Mounts. A regular user needs container-create rights on a Docker environment with bind mounts disabled for non-administrators; crafted Mounts entries then expose any host path available to the Docker daemon.
