Authenticated SSRF via unrestricted webhook destinations

SSRF in Nautobot before 2.4.33 and 3.0.0a2 through 3.1.1 allows remote authenticated users to send webhook requests to restricted hosts. The Webhook payload URL accepted unsafe schemes and destinations, while the Celery sender made requests without blocking loopback, link-local, reserved, multicast, or DNS-resolved restricted addresses. Webhook add or change permission is required, and successful requests can reach internal services or cloud metadata endpoints from the server.
