Authenticated metadata disclosure via unchecked database identifiers

Missing authorization in Mathesar 0.2.0 through 0.9.0 allows remote authenticated users to read database-scoped metadata via RPC. The collaborators.list, tables.metadata.list, explorations.list, and forms.list methods accept a database_id and return metadata without confirming that the requester collaborates on that database. Access requires an account on the same installation; exposure can include form tokens but excludes database credentials, underlying table data, and PostgreSQL permission bypass.
