Unauthenticated file read via encoded path traversal

Path traversal in Pipecat 0.0.90 through 1.1.0 allows remote attackers to read process-accessible files through the development runner. The runner's /files handler appends the URL-decoded filename to args.folder without resolving the result or enforcing directory containment, so encoded slashes preserve parent-directory segments. Exploitation requires the runner to use --folder and the attacker to reach its HTTP port; successful requests disclose any file readable by the Pipecat process without changing data or interrupting service.
