Authenticated HL7 archive modification via exposed DWR method

Improper authorization in OpenMRS Legacy UI API before 1.23.0 and 2.0.0 through 2.10.0 allows remote authenticated users to start HL7 migration. The exposed startHl7ArchiveMigration DWR method performs the administrative operation without checking that the caller holds admin-level privileges. Any authenticated session reaches the method, and successful invocation makes unauthorized integrity changes to the HL7 archive migration state.
