Authenticated API access via omitted 2FA checks

Authentication bypass in ChurchCRM 7.2.0 through 7.3.0 allows remote authenticated users to obtain API access with only a password. The userLogin() handler in src/api/routes/public/public-user.php validates the username and password but omits account-lockout, failed-login, and 2FA checks before returning the persistent API key. Valid credentials for a finance-capable or more privileged account are required; the key permits protected API actions, including reading financial records.
