Block discovery halt via dual-path suppression

Denial of service in Zcash Foundation Zebra before 4.4.0 allows remote attackers to halt block discovery through one TCP peer connection. The gossip path accepts unlimited inv messages, fills the download queue with fake hashes, and silently drops honest announcements when FullQueue is ignored. Empty discovery responses and NotFound download replies receive no penalty, so the peer remains connected and the node stays behind the chain tip until operator intervention.
