Handover failure via concurrent security procedures

Protocol state-check failure in Ella Core before 1.10.0 allows remote authenticated users to disrupt 5G handovers over the N2 network. The access and mobility management logic starts a NAS Security Mode Command during a pending N2 handover, or starts the handover while that command remains active, producing mismatched KgNB keys. A stalled gNB and a re-registration race are required; the resulting key mismatch fails the handover without a reported broader service interruption.
