Downlink traffic interception via unscoped UE lookup

Incorrect authorization in Ella Core before 1.10.0 allows attackers to redirect a targeted UE's downlink traffic to a forged radio. The PDUSessionResourceSetupResponse handler looks up any supplied AMF-UE-NGAP-ID without scoping the UE context to the sending radio's SCTP association, then creates a GTP tunnel to that radio. Exploitation requires a radio that has completed NG Setup; it exposes the targeted UE's downlink user-plane traffic and can interrupt delivery to the legitimate radio.
