Local privilege escalation via writable bootstrap file

Local privilege escalation in CODESYS Development System before 3.5.22.20 allows local users to install arbitrary components. PackageManager and IPM create an overly permissive temporary directory during administrative package or add-on installation, allowing a low-privileged user to alter the bootstrap file that defines deployed components. The installer applies that attacker-controlled bootstrap file with elevated administrative privileges, enabling arbitrary file installation and compromise of the underlying Windows host.
