Indefinite federated access via fresh token lifetimes

Incorrect authorization in affected OpenStack Keystone releases allows remote authenticated users to retain federated access indefinitely. During POST /v3/auth/tokens, handle_scoped_token() omits the original expires_at value, causing the provider to assign each rescoped token a fresh default lifetime. A federated SAML2 or OpenID Connect account is required; affected versions are 14.0.0 through 27.0.1, 28.0.0 through 28.0.1, and 29.0.0 through 29.0.1.
