Improper authorization in MISP before 2.5.37 allows remote authenticated users to escalate from organization administrator to site administrator. User::resetauthkey fails to require perm_site_admin, while AuthKeysController::__prepareConditions includes same-organization site administrators in listings. An organization administrator must target a site administrator in the same organization, then can receive the newly generated key and assume that account's privileges.
