Credential interception via disabled LDAP certificate validation

Improper certificate validation in Netflix Lemur before 1.9.0 allows man-in-the-middle attackers to intercept LDAP credentials. In lemur/auth/ldap.py, the _bind() method sets the process-wide ldap.OPT_X_TLS_REQUIRE_CERT option to ldap.OPT_X_TLS_NEVER, accepting untrusted LDAP certificates. When LDAP_USE_TLS is enabled and an attacker can interpose between Lemur and its LDAP server, the attacker can read credentials and alter group responses.
