Process hang via malformed framed-stream decompression

Denial of service in Brant Burnett Snappier before 1.3.1 allows remote attackers to hang a consuming process via malformed framed input. The SnappyStreamDecompressor.Decompress path repeatedly calls Crc32CAlgorithm.Append in a userspace busy loop instead of returning or throwing an exception. Reachability requires an application to decompress attacker-controlled Snappy framed bytes; one call burns a thread until the process is killed.
