Administrator escalation via worker-supplied RBAC context

Incorrect authorization in Wazuh Manager 4.0.0 through 4.14.4 allows remote authenticated users to gain administrator access. The raw configuration path returns the cluster key to manager:read users, and the master accepts worker-supplied rbac_permissions without validating the caller’s actual authorization. Exploitation requires clustering, API credentials with manager:read, and network access to TCP port 1516; it exposes credentials and permits privileged changes and agent actions.
