Unauthorized discussion-reply modification via missing ownership check

Improper authorization in Frappe Framework before 15.107.0 and 16.17.0 allows remote attackers to modify another user's discussion replies. The submit_discussion() endpoint accepts a referenced Discussion Reply for modification without verifying that its owner matches the requester. No authentication or user interaction is required, and the bounded consequence is unauthorized reply modification rather than disclosure or service interruption.
