Local file disclosure via unrestricted .htaccess expressions

Improper privilege management in Apache HTTP Server 2.4.0 through 2.4.67 allows local users to read files as the httpd user. Expression parsing in .htaccess fails to restrict filesystem-content functions such as file(), allowing directives across multiple modules to expose files readable by the server process. Exploitation requires permission to author .htaccess files and yields file disclosure without reported write access or code execution.
