Crash via wrapped TGA palette bounds check

Out-of-bounds read in affected OpenImageIO releases allows attackers to crash image-processing tools via a crafted paletted TGA file. The TGAInput::decode_pixel bounds check adds palbytespp to a 32-bit palette offset before widening it, so the addition wraps to zero and lets an approximately 4 GB out-of-bounds palette index pass. Processing the malicious file is required, and the demonstrated consequence is an unconditional process crash rather than data disclosure or modification.
