Remote process termination via uncaught parsing exception

Uncaught exception handling in Vanetza 26.02 and earlier allows remote attackers to terminate the process via a malformed packet. The ASN.1/OER certificate path constructs a canonical Certificate from untrusted data, lets std::runtime_error escape, and reaches std::terminate. No authentication or user interaction is required; a crafted network packet reliably aborts the packet-processing application.
