Stored XSS via unsanitized mention href

Stored XSS in Outline 0.84.0 through 1.6.1 allows remote authenticated users to execute script in another user's browser via comments. The Mention.tsx toDOM function copies untrusted href values for URL and external mention types directly into rendered anchors without protocol validation. A victim must click the crafted mention, and execution succeeds only where Content Security Policy does not block the javascript scheme.
