Service interruption via unbounded compact-protocol varints

Excessive memory allocation in Apache Thrift's Rust TCompactProtocol before 0.23.0 allows remote attackers to interrupt service. The Rust compact-protocol varint decoder accepted an unbounded stream of continuation bytes instead of rejecting encodings beyond five or ten bytes, allowing attacker-controlled length values to drive excessive allocation. A network service is exposed only when it uses the affected Rust runtime with TCompactProtocol to decode untrusted messages; the documented consequence is availability loss without confidentiality or integrity impact.
