SCIM key disclosure via skipped password verification

Authentication bypass in Bitwarden Server before 2026.4.1 allows remote authenticated users to retrieve or rotate a SCIM API key. OrganizationsController short-circuits VerifySecretAsync for the SCIM key type, accepting any nonempty secret and returning or replacing the key. Access requires a valid session with ManageScim permission on a Teams or Enterprise organization; the key permits out-of-session user and group provisioning.
