Improper access control in manage.get.gov before 1.176.0 allows remote authenticated users to assign Domain Manager privileges across organizations. The PortfolioMemberDomainsEditView._process_added_domains() method queries request-supplied domain IDs without constraining them to the member's portfolio, then bulk-creates manager roles. Portfolio administrator access is required; exploitation lets the attacker delegate management of another organization's .gov domain.
