System hang via preempted sched_ext exit handling

Affected Linux Kernel builds from 6.12 contain a sched_ext race that allows local users to hang the system through a failing BPF scheduler. scx_claim_exit() disables further error handling before its callers queue helper work, but preemption can interrupt that sequence and leave bypass teardown unqueued. The condition requires a sched_ext BPF scheduler that fails to reschedule the preempted caller; task dispatch then stops and the host wedges.
