Task enumeration corruption via cgroup iterator race

Race condition in the cgroup subsystem of affected Linux kernel releases allows local users to corrupt task enumeration during migration. cgroup_migrate_add_task() moves task->cg_list to mg_tasks before active css_task_iter positions are advanced, so iteration proceeds relative to the wrong list and skips tasks. Exploitation requires low privileges and winning a narrow migration-and-iteration race; affected reads can omit tasks until migration completes.
