System stall via previsibility MMCID accounting race

Race condition in Linux Kernel 6.19 before 6.19.9 allows local users to stall the machine through concurrent process forks. sched_mm_cid_fork accounts a new task as an MMCID user and allocates its CID before the task enters the thread and global task lists, so a concurrent threshold fixup misses that CID. A local low-privilege user who can trigger concurrent forks can leave a later schedule-in unable to obtain a transitional CID, stalling the system without reported data disclosure or modification.
