Host crash via uninitialized vGIC redistributor list

Denial of service in the KVM arm64 vGIC code in Linux Kernel 6.14 allows local users to crash the host via failed vGIC creation. kvm_vgic_create() exits after private-IRQ allocation fails without initializing dist->rd_regions, and kvm_vgic_dist_destroy() later traverses and frees that invalid list. Reachability requires local low-privileged KVM access and a private-IRQ allocation failure; published assessments report availability impact only.
